When Will Illinois’ Daycare Centers Reopen?

Illinois is entering phase three of its reopening plan, with the Department of Early Childhood set to take over programs currently housed across three state agencies. The agency will be created in July 2026 and oversee programs after a two-year transition period. The state has now entered Phase V of Restore Illinois, with Governor Pritzker issuing Executive Order 2021-181 requiring all day care facilities in Illinois to be vaccinated and stable or declining COVID-19 metrics recorded during a 28-day period.

Child care homes may serve up to six children as legally license-exempt homes for as long as the public health emergency continues. The Illinois Department of Human Services (IDHS) Child Care Assistance Program (CCAP) and local Child Care Resource and Referral (CCR and R) agencies are working to ensure safe reopening and families can return back to work.

Childcare and daycare needs during the coronavirus outbreak could affect nearly one-third of U.S. households, according to economists from Chicago. Illinois’ Day Care Licensing regulations aim to promote the well-being of all children while businesses reopen on June 1, including restaurants, childcare facilities, and churches.

Providers can request 1099 Forms online from the Office of the Comptroller. If a CCAP provider is paid under their social security, they can request 1099 Forms online. The Illinois Department of Human Services (IDHS) has taken financial considerations in response to the economic strain on the child care space.
