The current early childhood education (ECE) system in the U.S. is rife with inequities, reflecting gender, class, racial, and cultural inequalities. The current state recommendations include PDGB-5 and alignment to the unifying framework for the early childhood education profession. These recommendations aim to help policymakers and practitioners in education, community health, and human services determine which policies and programs are most effective.
In 2022, 39 states introduced over 900 bills related to early childhood, with 158 of them enacted by state policymakers. These recommendations and action steps are intended for state, territorial, tribal, local administrators and policymakers to encourage early childhood systems to address the current needs of the field and build an equitable ECE system.
Policymakers at both federal and state levels have been working to reestablish momentum for early childhood education, with growing support from both. State and federal programs are moving toward more integrated standards, common governance, and professional development across programs.
This Policy Brief provides concrete recommendations to policymakers on how they can implement lasting improvements to ensure that the ECEC offerings are high-quality. It emphasizes increasing financing for high-quality early learning services, ensuring access to affordable early care and education, building family economic security through child care, and promoting the quality of early care and education.
