The open universities and ODL institutions in India can use mobile learning to strengthen inclusion in education and preserve continuity of learning during times of change.

One of the major advantages of distance education in India is its flexibility for students with busy schedules. Open and Distance Learning has grown into an important global strategy in resolving problems of access and equity to education. Digital libraries and open educational resources ensure that high-quality learning materials are just a click away, making education more democratic than ever.

Distance courses have proved beneficial for service persons and others desirous of pursuing higher education. Many ODL and online programs duly recognized by UGC are now available, offering a diverse range of course, certificate, and degree programs. Open and Distance Learning in India began in 1962 with Delhi University’s School of Correspondence Courses and Continuing Education. Later, Punjabi University, University of Rajasthan, Meerut, and Mysore University started correspondence courses in 1968. Indira Gandhi National Open University was established in 1985, marking a significant development in the country’s distance education field. The Distance Education Council (DEC) was established in 1991 to promote and coordinate the system.

In 2007, a Joint Committee was formed between the University Grants Commission (UGC), AICTE, and DEC to develop guidelines for recognizing Open and Distance Learning institutions. In 2012, the Department of Higher Education in India vested regulatory functions for Distance Education programs (excluding technical education) with the University Grants Commission, while the AICTE acts as a regulator through ODL mode for technical education.

The Distance Education Council was dissolved in 2013, and all regulatory functions were taken over by the UGC under the Distance Education Bureau (DEB). The Ministry of Education directed the UGC to act as a regulator for the higher education system in ODL mode, including for technical education in universities/affiliated colleges.
