New York City, the largest school district in the US, has eliminated remote learning options for next year. New Jersey’s governor has announced that schools must open in fall without remote learning, and Illinois public schools must do the same for almost all students. At least ten states allow districts to transition to virtual learning, but only if certain conditions are met. Massachusetts and Illinois have advised their districts that they can’t offer remote as a standard learning option but can provide it in very limited circumstances. Thirty-eight states have approved permanent virtual learning schools after the COVID-19 pandemic led to increased interest in at-home learning.

One reason school districts might be shutting down their remote learning options is because they have not matched the academic quality of in-person learning. School districts serving Los Angeles, Las Vegas, Miami, and Houston have all said they intend to continue offering a fully virtual option this fall. The new rules expressly forbid states from enforcing laws that go beyond the requirements of any interstate agreement they belong to that authorizes out-of-state learning.

In at least 37 states, public broadcasting networks are providing some or all students with distance learning. Several large districts in Florida are eliminating the remote learning options they offered this year and are directing students who want to. Six states — Colorado, Mississippi, Missouri, Montana, Pennsylvania, Tennessee, plus Washington, D.C. — have no statewide digital learning plan. Nevada State is authorized to offer online classes in 49 states (California is not included).
