Does Universal Credit Subtract Maternity Allowance?

The Universal Credit Regulations 2013 classify Maternity Allowance as “unearned income” and deducts it from any Universal Credit award pound for pound. This penalizes low-income women who cannot receive Statutory Maternity Pay. However, if you are receiving Universal Credit, you can claim Maternity Allowance (MA) if you are eligible.

MA is tax-free and paid for up to 39 weeks. For the 2024/25 tax year, you could receive up to £791 per month for a £500 Sure Start Maternity Grant (usually for your first child). If you are not eligible for Statutory Maternity Pay, you could get Maternity Allowance from the DWP.

The way Maternity Allowance is deducted in Universal Credit effectively removes any work-related benefit to maternity pay for low-income women on Universal Credit. If you get Universal Credit, your Universal Credit payment will be reduced by an amount equal to your Maternity Allowance payment. Unfortunately, you won’t be entitled to any additional “maternity” amount of Universal Credit other than the normal standard allowance and any other elements.

Under the Universal Credit Regulations 2013, Maternity Allowance is treated as “unearned income” by the DWP and is deducted from any Universal Credit award. The Universal Regulations 2013 classify SMP as earned income (regulation 55), but classify MA as unearned income (regulation 55). Maternity Allowance might affect how much you get for Universal Credit, Council Tax Reduction, Housing Benefit, and Employment and Support Allowance (ESA).

  • Hi Peter I wonder if you maybe able to answer this question. I have calculated that’s a customer would be better off under universal credit if they migrate from TC. But they would essentially lose the benefit of free dental help and school meals as under UC the threshold is 935 per month as TC it is 16000 pa a slight difference when worked out monthly…is there any protection for those who will possibly miss out ?

  • Hi What can I do regarding deductions please ? I am a full time carer receiving carers allowance & UC. Since 2018 I have had a total of approx £5,000 paid back in arrears & deductions and penalty’s . My rent arrears were £150 prior to claiming UC . An alternative payment arrangement was put in place PRIOR to me claiming UC, yet my rent arrears 7 months later was £6,000 🙁 They did not pay any housing costs for 3 months & some months £0 . I have been surviving on £90 a week that just covers utilities, I have had to go to food banks . I also have been receiving eviction notices . At the same time for four years we had no heating or hot water due to a faulty boiler . We regularly have plumbing issues which means we have many floods . I am at my wits end & stressed .

  • Hi, can you please explain if I work more hours will it impact my universal credit but will it impact my housing element as well. Also, I have a joint account with my husband because he is disabled and by picking more hours I don’t want to impact his universal credit payment. How will it work please explain

  • Hey peter, I have a question, i work full time and do 37.5 hours a week and am married with 2 kids but my wife doesnt work, we are already claiming UC but we dont get much because of my wage is abit high, i just wanted to know on how accurate is the turn2us calculator because according to that, 90% of my rent could be paid. And also how long does it take for the housing benefit to start? Or is that not classed as housing benefit? Please help!

  • I would like to know what I can do or who to contact about my Jobcentre being changed. My nearest center is 1 mile away, 10/15 minutes walking distance, to 1 on the other side of the city center 4 miles away, 1 to 2 hours dependent on traffic conditions and if the bus is on time. I tried contacting and asking for advice at the job center, they advised me to get in contact with my local councillor. Which I did and only received a reply asking for my address and no other information or help provided. So what’s going on with this Universal Credit and changing peoples jobcenters? Why am I being forced to go to JC so far away, I am not happy and i want my JCchanged back to my local :/

  • Hi I want to know how do I report a change of circumstances if I do two jobs how do they know which job I’m making changes of as it doesn’t give me an option it just says what date the change occurred and the next if I’m employed or not? So the first job I finished the second one I’m still continuing. The questions just are employed or not and if employed when the change occurred which I have already reported when I started my second job so do I need to report again?

  • Advance payment they do only once. In my situation I got £200.00 as I knew I will get salary then help from universal-credit. I’m working 30 hours per week. And one mistake in answer home, to-do list, journaling. I fill up in wrong commitments. They close my application. Coaching since first application newer contained me. I always get back if my hours changed. Seems I still do in wrong section my answer. It’s just annoying. Now I’m afraid if they close my application again. As my application was closed I applied again. They don’t give advice payment anymore. Citizens advice gave me food bank code. In all my 12 years in this country I first time have to take food. What made me feel sad about it….So you can ask food bank food. I know there will people who struggling with it.

  • Hello I sign up for universal credit and I have a housing benefit debt with them. We have agreed for dwp to take 5 pounds a month off my universal credit but the problem is they are taking 48 pounds. I don’t know what’s going on…I called them and they said I was the one who agreed for them to take 48 pounds. I told them I don’t want that amount taken from my benefits and we agreed for them to take 5 pounds from now on but the following month they took 58 pounds.its shocking ….something is going on I do not understand.

  • Hi I would like to know if it is possible for me to go to college full time and still get universal credit. I currently do 20 hours a week work and my wife works 4 days a week and we have 3 kids. I wanted to know if I could leave my 20 hours work and go to college and me and my wife still get universal credit

  • 2 friends living together can make separate claims while a couple have to make a joint claim giving them less money. So basically if you’re a couple you’re better off just telling them you’re just friends. Makes no sense that people are being punished for being in a relationship and being forced to join up their finances like they’re married even if they’ve only been dating a couple of weeks. What is this the 1930s?

  • I’m scared. I have not been able to reset my universal credit password for months. However, it will send me my username if prompted but no way of resetting my password from my phone. The job centre has left me a message saying they have info as to why and the technical team have said why but not gave me anything further. I’m really worried. They said they never had this happen to anyone before. I can’t remember if I used swearwords for my last password and maybe that’s why??😂

  • Hi Peter thanks for your article, I’m on UC and single with 2children, but recently gained admission and studying nursing, please my question is do I have to inform UC that I’m now in university in other not to get a sanction for not telling them as I got maintenance loan from schooling please reply 🙏 thank you.

  • Thank you Peter for the article I’ve query, we recently moved to UK from India and due to kids, one of us me or my wife is able to job. Please advise if we take universal benefits, are we safe to apply for PERMEANT RESIDENCE and in future time if we wish to apply for first time home buying, will it be easy too or any challenges?
