A minimalist democracy, which allows competitive elections and some chance of leadership placement, is a relatively attractive institutional setting to be selected. However, most world democracies are far from the benchmark of representative democracy. This paper presents a model of political transitions based on a minimalist definition, which is flexible and does substantial work in rejecting the democratic claims of many regimes and political forces.
Schumpeter’s alternative definition of democracy, the democratic method, is the “institutional arrangement for arriving at political decisions in which”. One solution is to separate between a minimalist definition and the quality of democracy. Diamond and Morlino list eight dimensions of democratic quality, emphasizing elections as the primary feature of democracy and the role of elections in the transfer of power without bloodshed.
Minimalism is a conservative doctrine that finds most arguments about democracy’s accomplishments or entailments unrealistic and that justifications are unrealistic. Under a minimalist definition of democracy, rulers are elected through competitive elections, while more expansive definitions link democracy to guarantees of power transfer without bloodshed.
